9800X3D Stutters

I had a 7800X3D and a 4090  with 64GB DDR5 6000 Trident Z5 Neo memory, I made videos and play DCS flight simulator, performance was very good, smooth in VR at high resolutions.

Upgraded to a 9800X3D, now I get worse performance, its not smooth and I get stutters when gaming and even sometimes while in the video editor.

AMD support was good and had me do many tests and nothing solved it, they told me to do a clean install of Windows and if that does not solve it then to return the processor.

Will the Windows clean install solve this? Could it be a faulty processor?

Depending on the version of Windows, you have to tell the system that you changed processor, if I'm not mistaken, the BIOS screen asks you to confirm this. Maybe a clean install would be better because there are some differences between the Ryzen 7000 and 9000 in memory control. The 9800x3d can be overclocked and can also work with faster memories, just check the overclocking forum
