I have a Ryzen 7950x3d that I've put into a new build, but when I tried to Cinebench it, I noticed I was getting reallly low scores. In Cinebench R23, I got 13487 for Multi Core and 1756 for Single Core, and in Cinebench 24 I got 848 and 112. These are less than half of scores I saw posted elsewhere.
I checked Task Manager to see how many cores were showing and it said the CPU only had 8 cores. I verified this in CPU Z also.
Looking online, most people who have this problem apparently just need to change a setting in MSconfig, but that doesn't apply to me. I also saw some people saying to turn of Windows Game Mode and that has made no difference either. I have looked through my BIOS and I could not see any settings that seem to be causing this.
I have up to date BIOS and chipset drivers.
Any advice?
Did you check msconfig under Boot, Advanced Options to make sure it isn't restricted to 8 cores?
Did you upgrade from an 8 core processor without reinstalling Windows? Have you tried removing the processor from Device Manager and letting Windows rediscover it?
Did you purchase the processor from a reputable retailer? Was it new sealed in a box?

Yes, I have checked the MSconfig. This is not the issue.
Windows was installed clean with this CPU.
The CPU was bought new from Novatech.
I have not tried removing the processor from Device Manager and letting Windows rediscover it, would this not be risky?
I'm also concerned because the general performance of the computer seems poor and not particularly responsive. I did not expect the system to feel considerably slower than the Ryzen 3700x that I had in my old build. For example, if I mute and then unmute the audio on a video, it takes about 3 seconds to respond.
Download and install Ryzen Master and open it in Advanced View. Post a screenshot of the output.

I just tried to install it and got this message. I uninstalled it and reinstalled it and the same thing happened.
