5900x Fails to Boot B450m Steel Legend

I currently own a 5900x for my B450m Steel Legend Motherboard, whenever I try to boot beyond posting, it takes me to the windows blue screen of death. Everything is compatible, however I fear that the cpu is DOA on arrival. I did not try turning off some of the cores. The bios is running at the supported version and the ram is compatible, funny it will not boot in dual channel. 

Questions:

Can a defective cpu post?

Does anyone else have a similar rig to mine? What did you do? 

Why can't it  boot in dual channel? The ram is listed and compatible.

If you get the blue screen is a good thing, but please more info
New, Used, did you notice anything the day it started doing it, bad install of a driver and after the reboot happened?  did you update to the latest Bios before dropping in the new chip as i see you mention DOA. so i'm going to guess an upgrade?
Important all the pc specs, cpu, mem, psu, mobo, gpu and all that good stuff.
But yes you need to help us with all the possible info so we can try and help.
