It is normal for the GPU to show 0% utilization when not performing any demanding graphics tasks. Open Youtube or other streaming site and see if the utilization increases.

Your laptop processor i5-3337U also has an IGP, so your system may be using a type of switchable graphics, where the Intel processor performs basic graphics tasks and the HD 8730M is only used in games or benchmarks. In such cases Task Manager will typically show a GPU 0 and a GPU 1.

You also have a very old version of Windows 10 installed. But that might be fine with your legacy AMD GPU but I would try to update Windows 10 to the latest version and see if that works better.

Go to Microsoft Windows 10 download (Microsoft Windows 10 Download ) and click on to download and install the latest version of Windows 10 WHILE on Windows Desktop. That way it will save all of your 3rd party apps and Windows and Apps configurations.

NOTE: Be sure to make a full System Backup file in case anything goes wrong not a Restore point. But I believe you also have the option to revert back to your previous Windows version after upgrading as long as you don't delete Windows.old and other Windows installation files.
