vsync "not supported" but is turned on in monitor settings

After updating windows My radeon settings show that V-sync is not supported? 

V-sync on my monitor settings is turned on, I have updated all my drivers and tried a different HDMI cord.

Check your monitor drivers, by your pic it looks like windows installed its monitor drivers ?
