Hello, so as the title says, my Powercolor Vega 64 is only stable in games with the power saving mode on. I've tried various drivers, updating my motherboard BIOS (seemed to make things a little worse), reseating the card, tried tweaking some settings in Wattman, and none of these things have done much of anything to help. The only way it's stable is in power saving mode, which drastically messes with performance by introducing stuttering and lower fps. Here's a link to my parts: https://pcpartpicker.com/list/mv4Qvn.
