I've tried this in safe mode with NiC support as well..

Are you trying to update through Radeon Software or downloading the driver package directly from AMD? I would try the latter option if you keep encountering the error. Unless there is a problem with your NIC or its driver than I wouldn't know how to troubleshoot the actual installer software.

You could also make sure that you're Firewall or AV software isn't blocking access.

I formatted.. re-Installed.. Problem solved!

All my important stuff is on an alt drives.
It is faster to re-INSTALL than wait for answers or mess with it forever.

Newest ver. of Radeon RX 570 went on fine with clean fdisk/format and right after MB drivers first.

Motherboard > Video

Point being.. They'll work out the bugs by the time I need to update things again and this err will be a moot point!
