Second Display Glitches When Starting a Game With Radeon RX 6650 XT

Hi! I recently upgraded from 1660 Ti to Radeon RX 6650 XT 8GB OC.
After installing all the drivers and setting up things (i'm 100% sure everything is installed correctly) I've noticed this issue when starting a game. It happens mostly when launching a full screen game but it can also happen when for example running windowed Minecraft with shaders. It never happens without a game open. Basically my second display glitches out (look at the video). The issue is gone when I minimize the game and turn off and on my display but happens again when I go back to the game. So far I've seen this issue when launching Minecraft with shaders and starting Fallout: New Vegas in fullscreen (these are the games I currently play) but I'm pretty sure it's not game dependent. I've reinstalled the drivers and even Windows version (it's on Windows 11 too).

This issue DIDN'T happen before! There were no such things on my old 1660 Ti.
I don't think this is a GPU problem tho. I don't want to RMA it, because I really like it.
I think the problem might by my underpowered PSU which is only 500 watts.
I'd be really grateful for some responses.

The video (Fallout is just an example): Video explaining the issue

My specs:
PSU: Be Quiet! 500 watts modular System Power 9
GPU: ASUS Dual Radeon RX 6650 XT OC 8GB
CPU: Ryzen 5 3600XT
NVME SSD and 1TB HDD
2x 16GB ram 3200mhz RAM
4x chassy fans and 2x pump fans
Water cooling

Displays:
  1. My main Acer, 75hz with Freesync enable, connected with an HDMI
  2. Second, some Fujitsu whatever 60 hz, connected with a Display Port. This is the display that glitches. I don't think this is a display or cable issue. It worked perfectly before I upgraded my GPU.
