Did you install the latest approved version of the Adrenalin drivers for your RX 5700 XT GPU?  If you did but you previously had an NVidia GPU, you probably have a mess of graphics drivers that could be causing your lockup.  It might be a good idea to run Display Driver Uninstaller in Windows safe mode to completely clean out the old drivers, and to then boot normally and install the latest Adrenalin drivers (link above).

Another thing to try is using a different HDMI cable or better yet, a Display Port cable between the monitor and GPU.

Thank for your answer @BigAl01  , i ll try , but for the moment i dont have any signal for my screen.. It just blackscreen.

Ok, do you still have the old GPU that you pulled out?  By the way, was it an AMD GPU or another manufacturer?  If you have the old one, put it back in and use the DDU tool to clean out the drivers.  Then insert your new RX 5700 XT GPU and once it boots into Windows, install the latest Adrenalin drivers.
