RX 590 VRAM cranked up to max at idle

I just got a new monitor that goes beyond 60hz refresh rate. But now my VRAM is cranked up to max (2000mHz instead of 400mHz). What can I do to slow it back down?

Is this 'in idle', meaning sitting on desktop, no background/minimized web apps running?

What 'amd general settings' are enabled ?

My PC- Ryzen 5 5600x, B550 aorus pro ac, Hyper 212 black, 2 x 16gb F4-3600c16dgtzn kit, NM790 2TB, Nitro+RX6900XT, RM850, Win.10 Pro., LC27G55T.
