RX 580 - random pixels all around the screen

I am using 

Processor: AMD Ryzen 5 3600 6-Core Processor (12 CPUs), ~3.6GHz
Memory: 16GB  RAM

Graphics:

Card name: Radeon RX 580 Series
Manufacturer: Advanced Micro Devices, Inc.
Chip type: AMD Radeon Graphics Processor (0x67DF)

Display Memory: 16338 MB
Dedicated Memory: 8171 MB
Shared Memory: 8166 MB

No particular reason for the problem.

Using windows 10 64 bit

There is always random blue pixels appears in the white parts. 

and white pixles in the black parts of the screen.

replaced HDMI Cable

Reinstalled Driver

Factory reset 

nothing solved the problem.

 

Please Advise

Is this in everyday use or gaming when this happens?

What is the gpu temperature....when this issue occurs? Run Open Hardware monitor while using the computer or playing the game. Check highest temperature.      https://openhardwaremonitor.org/

It first appeared yesterday after downloading and lunching PUBG on Gameloop emulator and it was only a circle of pixels appears around in the black space when i use the weapon zoom. 

TODAY its happening everywhere in the screen, and i cant say if its increasing or decreasing

Can't say I've seen that kind of artifacting before, but in general, weird things like that indicate problems with graphics RAM.

Try underclocking the memory to see if it makes any difference.
