I just barely updated to an RX580 from my old trusty HD4850. I had no issues with my old card, but with the RX580 everything looks pixelated.

I first changed out the HDMI cable to one I know works well.
I did a fresh install of windows 10 using windows media creation tool
I did a fresh install of the drivers (using 20.10.1)
I made a live Ubuntu disk to see if I could easily identify it as a windows problem
I'm getting the same issue on all of these, which would make me think it is a hardware problem, but when I boot into UEFI (also with the latest firmware) everything is crystal clear, so I can somehow get a good picture.
In the radeon software the option for bit depth is grayed out at 8.
Can anyone think of something I'm missing? I've built several PCs over the years and never had such problems. Please help.
