I use 5500 xt and having this problem in hunt:showdown, it happens 1 or 2 times in one session. If I restart the game it happens again. I found what is going on when this is happening, system(ntoskrnl) is having %100 usage of the core that is game is already using, it stays about 1 minute or 2 and its okay after that. I used bug report tool and reported this to AMD
In windows process explorer I found out in the details of system process, a processs named dxgmms2.sys !vidmminterface is doing this.
I monitor my cores separately to see 1 core is choking completely, when this starts because system process is using about %7 cpu but it chokes 1 core, the same core the game is already using the most.
Btw I didn't have this problem with rx580 just 10 days ago. I installed 5500 xt and it's here.
I tried cleaning and installing lots of different drivers started from the first driver of 2020, clean windows format, updated motherboard bios, nothing helped.
Sorry I don't have video or screenshots for this problem because game is already being unplayable when I turn on recording software of amd and tihs is my seond problem
if I enable instant replay, game starts to stutter after some time, 1 extra big frame time every 5-15 seconds.
Here is the video of it https://www.youtube.com/watch?v=GDY2FZbK2TU
If I disable instant replay this goes away, but I coulnd't find any fixes for the first problem.
I play the game on very low setting.
I normally overclock cpu and ram but I tested all of this with oc and without oc, its same.
my specs
ryzen 7 1700
8*2 3000mhz cl15 ram
rx 5500 xt 4gb
b350 tomahawk

CONCLUSION
_________________________________________________________________________________________________________
Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. At least one detected problem appears to be network related. In case you are using a WLAN adapter, try disabling it to get better results. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:26:14 (h:mm:ss) on all processors.

MEASURED INTERRUPT TO USER PROCESS LATENCIES
_________________________________________________________________________________________________________
The interrupt to process latency reflects the measured interval that a usermode process needed to respond to a hardware request from the moment the interrupt service routine started execution. This includes the scheduling and execution of a DPC routine, the signaling of an event and the waking up of a usermode thread from an idle wait state in response to that event.
Highest measured interrupt to process latency (µs): 27877.40
Average measured interrupt to process latency (µs): 8.983031
Highest measured interrupt to DPC latency (µs): 27870.90
Average measured interrupt to DPC latency (µs): 5.437499

REPORTED HARD PAGEFAULTS
_________________________________________________________________________________________________________
Hard pagefaults are events that get triggered by making use of virtual memory that is not resident in RAM but backed by a memory mapped file on disk. The process of resolving the hard pagefault requires reading in the memory from disk while the process is interrupted and blocked from execution.
NOTE: some processes were hit by hard pagefaults. If these were programs producing audio, they are likely to interrupt the audio stream resulting in dropouts, clicks and pops. Check the Processes tab to see which programs were hit.
Process with highest pagefault count: system
Total number of hard pagefaults 52753
Hard pagefault count of hardest hit process: 22667
Number of processes hit: 56
