I use a Ryzen 7 1800x with Radeon RX Vega 64 Liquid version from Saphire. After last update, whole screen and every videoplayer, youtube video tearing screen.
I have a gamming monitor AOC C3583FQ with 35" screen, it has a mode 60 Hz, 144 Hz and 160 Hz. And a resolution 2560 x 1080.
This is a really big bug. Please make an new update to fix this.

What sort of update was performed? Have you tried a complete uninstall of graphics drivers?
It would also be helpful to know which video cable, power supply, and web browser you are using... along with any screenshots of AMD Radeon Settings, the small app where you can control the card's clocks and cooling.

I updated AMD Radeon software to version 18.10.1.
Sometime with GPU scaling ON, sometime with OFF the graphics made tears on screen. Is independent from OS or game/software.

160hz is outside the range of FreeSync via DisplayPort, at least to my knowledge. That could indicate why the desktop is tearing but that doesn't explain the tearing at 60hz. You could try forcing a higher refresh rate in games, say 75hz or 144hz, as that is within the FreeSync range.
Everything looks to be set up properly. If you roll back to say, 18.5.1 drivers does the same tearing occur? You had mentioned that this happened after a recent update so I'd be interested to know if you could successfully roll them back and eliminated tearing. This is not my solution, granted, but will allow us to troubleshoot the newer drivers a bit better.

Thank you for the help. Nowadays I use a Adrenalin version 18.9.2 and all works fine, without tearing in any app, video or in a game.
So version 18.10.1 has na tearing issue.
