PC refuses to use GPU

EDIT: I found an old topic where the problem was plugging into the MOBO vs the Card itself, and there not being an option to designate it in the software. I think there was an option to fix it in bios, but replugging is much easier.

I recently built my PC using mostly new parts and some salvaged parts form my old PC (PSU, case, and some fans).

The PSU is 750 watts so it should be adequate.

It looks like my PC simply refuses to use my GPU when I'm running anything. It first attempts to use the integrated graphics card, then the processor. I tried disabling the integrated card and instead of relying on the actual GPU, it just started to stress the processor. I can't seem to find an option in the radeon dash to make my GPU the default.

GPU is AMD Radeon RX 6650 XT 

CPU is AMD Ryzen 5 7600 6-Core Processor

MOBO is an MSI B650-P Wifi

Any assistance with this?
