How to lower automatic cooling temperature

Hello, i need to lower the temperature at which the fan of my Radeon HD4870 starts spinning, or atleast set minimal speed that the fan will always spin at. The card, on idle, oscilates around 70 deg C, making the noise worse than having constant low hum.

What do i install or where do i change what setting so i can just play without worrying about game crashing (as it heats up, it crashes my game, with glee)?

Remove the graphics card and try to clean fans of GPU or replace thermal paste with 8w/k value, if you can. With this GPU you will see 95 degrees in a game, but I think 70 is high for desktop. In addition, AMD does not support current driver support for this GPU anymore. 

Very old graphics card so I do not remember that which xml file should be edited to manual control the speed of GPU fans.
