tldr; Keep Windows 7, install video driver with .inf file.
Well, I remember my HP 15 vf004dx being faster with Windows 7. I have installed Windows 10, which seemed slower to me, and now I have Windows 8.1, which seems faster than Windows 10 to me on this laptop, but, still slower than Windows 7. I would install Windows 7, but my laptop doesn't have it anymore as an option. Also, for some reason I'm unable to boot Ubuntu Linux from a flash drive, I was able to before, I'm not sure what changed. Perhaps Windows 7 has built in chipset drivers for the e1-2100 that Windows 10 and Windows 8.1 don't have? I can't say for sure, it's just a hunch. But, if it helps at all, I had another integrated graphics chipset before, and when I installed the drivers I had to install the processor driver first, then the other drivers would install, so, it may be a similar situation for the amd e1-2100.
Here is a tip that helped boost performance in a 3d game for me, I had to remove the video driver, and install the newer driver using the .inf file. The game went from unplayable, to playable O:).
Another tip that might boost performance modestly: I asked Bixby, and she found the "Performance Options" under System Properties - Advanced in Windows 8.1, which may have provided a slight performance increase (I had to increase the contrast though on text).
This is all I've been able to find after 5 years of troubleshooting, hopefully you have better luck than I have. O:)
