graphics card
I have the XFX - Speedster Quick308 AMD Radeon RX7600, and I see a little switch to the right of the graphics card PCIE or the power cable to the Graphics card. I was wondering how to use the switch and what it does. It came out of the box switched to the left closest to the GPU power cable.

The switch is a bios OC switch that must never be switched while the system is powered on. One setting is for silent operation one is for performance. The default position I believe is the performance setting but I would refer you to the manual to be certain of each switch position.

Wich one would be better for gaming the performance side or the silent side.

If you don't want to mess with anything inside Adrenalin, like pushing up the clocks, then put the switch on Performance mode.
What it will do is: Depending on the card vendor, it will change the fan curves to allow higher max boosting.
So if you want a tiny little more jolt, then do that.
