GPU Load issues with RX570 Nitro+

Describe your issue:

I bought my Dad this RX570 for Christmas and there's been a few issues with it. Sometimes launching GPU-Z caused the PC to freeze and then reboot and it also locked up when in the BIOS once. When it worked, GPU-Z was showing the GPU Load constantly bouncing from 90% right down to 0% and anywhere in between and the Memory Controller load was all over the place as well.

Yesterday I updated the Motherboard BIOS, tweaked a couple of BIOS settings to match mine (I have the same motherboard and CPU), updated the GPU drivers to 19.1.1. It hasn't made any difference and the GPU Load is still bouncing all over the place and sitting on 0% for several seconds before going up again, which makes no sense as it must be using a lot more than 0% when a game is running. Certainly with my Nvidia 1070ti running X-Plane shows a fairly constant GPU Load and Memory Controller Load in GPU-Z. 

 

I checked the RX570 with MSI Afterburner and the GPU Load shows the same in that, so it's not just a problem with GPU-Z. I've attached logs from GPU-Z when running X-Plane 11 and the GRID 2 benchmark. With the latter it shows problems with the Core Clock for the first minute or so (up to 15:39:59) but it's possible that was something to do with the windowed game not having focus, so ignore that for now until I can test that again. It's mostly the strange GPU load readings that are troubling me.

The attached screenshot is from a few weeks ago before I updated stuff but it shows the problem with the GPU Load and the Memory Clock and Memory Controller Load.
