Getting low 7900 XTX utilization in 3dmark and games

Hello,

Im having an issue where im getting like 60% utilization in 3dmark timespy. Im also getting this in MSFS 2020. Unigine benchmarks seem to be utilizing 100% of the GPU. Ive done a full DDU and updated the drivers to the latest drivers available for the 7900 XTX. Driver version 22.12.2. Ive also updated chipset drivers to the latest drivers. Not sure if Deep Sleep and Power Saving modes in the drivers could be causing it. I did double check and the GPU is using PCIe 4.0 x16. 

System Specs:

3960x Threadripper

Rx 7900XTX

sTRX40 Aorus Master Motherboard

Seasonic Prime GX-1300

32gb Trident Z 3200 CL16 ram (4 8gb dimms)

Windows Version: Windows 10 Pro 22h2

same to me my 7900xtx never go at full power... she stay at 60-70% utilization... and i can say i have lower perf than whit my rtx 2060 with the same setting in game... that was so funny to see gpu at 1200€ worst than a 250€ gpu. I will definitly get runfund of this **bleep** gpu... im not a beta tester for you with the price of this gpu....

I have the same issue and my CPU is the 3950X.
Maybe our CPU are not enough powerfull for 7900 XTX ?
I have bad performances in some games too (like 3Dmark Fire Strike, Far Cry 6, the witcher 3), but good in others (like 3Dmark Fire Strike Ultra, Forza Horizon 5).

pcie 3 16, 1200w, 10850, i too get 65% utilization in lots of other various games which makes performance worse e.g  killing floor 2 65% at 160-220 fps (3080 never dropped below my ini 250 cap)
