Issue: So as of last week I had changed out my Video Card into the Rx580 and I have been having Distortion around the bar that marks typing my Mouse and in video games or Videos primarily around shakey movement It took a bit to get the videos that showed up.
The issue has shown up In:

Desktop
World of Warcraft (Most recent update.)
Starcraft 2
Warcraft 3
Tabletop simulator (primarily around the Dice.)
Chose to do World of Warcraft since it was easiest to replicate the glitch multiple times in testing.
