Basic question:  Even though GPU is installed, no display is coming.  fans work and led lights burn.  What could be the problem?

Hi, seems The GPU is detected but not model. Likely the GPU driver is corrupted or not installed.

Just fixed.  Power was the issue.  had to plug both the power sockets for it to work.  Still it sounds like a grinder when the system starts. (for a minute only).  Is it normal ?

Glad you found the fix. Though if it's a whining sound? It could be the coil whine, and it does happen sometimes at PC start or under certain GPU loads. So it's normal for these GPUs. But does it sound louder than like you PC case fans under load?
