Coil Whine in itself is not harmful just very annoying if it is very loud. Most Users RMA the GPU card to get one that hopefully won't have Coil Whine.
Coil Whine is due to high electric current flowing through certain electronic components in the GPU Card causing them to vibrate. No way to fix except RMA the GPU card or live with the loud noise.
