My 6600XT is showing bus interface at lower value than GPU card advertised. Tried numerous fixes such as reseating card (and cleaning for dust, etc.), disabling USB 3.0 Turbo, I have no audio PCIe connection that draws from the GPU so I did not have to uninstall any devices, I have reinstalled GPU drivers and AMD software multiple times and have tested in with render loads and still maintains bus interface at 8x3. I believe this is bottlenecking my GPU and limiting its potential. I have also OC with various settings such as:
Min/Max frequency: 2600/2700MHz
Voltage: 1150
VRAM speed: 2200 MHz
Fan speed: 100%
Power limit: 20%
This is all while maintaining a low to mid temp. Does anyone know how to fix this issue? Also checking data with GPU-z monitor

The cpu specs is 3.0 x16 capable but cannot force an x8 card to run higher, the graphics card is 4.0 x8.
So the cpu cannot run a card at 4.0, and the card cannot run higher than its fixed pcie x8 speed specs.
To run a card @ 4.0 x16 you need a cpu/mobo combo that supports it and a graphics card that is also 4.0 x16.
What app shows that info (post a pic) ?, card is pcie4 x 8 capable.
What make/model mobo and you have no other add in device in pcie slot ?

Its an MSI z590 Gaming Plus. The only other device I had added is a BD NVMe SSD but its in the lowest PCIe spot on the mobo i.e. GPU is PCIe_1 and SSD is PCIe_4
If you have an 11th gen cpu (10th gen is not 4.0) you need to check bios settings.
Yeah I have a i9-10900KF and have the PCIe_1 set to Gen 3. Had it at Auto, then toggled to Gen 4 and back to Gen 3. Not sure why its showing 8x and not 16x. What other settings should I be changing in bios?

According to your manual PCIe x 16 Slot one is controlled by your Intel APU and all other PCIe slots are controlled by Intel Chipset drivers.

No, I do not have my PCIe power connected to my motherboard. The only PCIe connector I have is one from PS to GPU which uses an 8-pin connector.
Help me understand my Intel APU, I am not familiar with it.

This video card does not support PCI Express x16! But only pci express x8, it's not about the processor and not about the motherboard. (for performance to be more or less desirable pci express 4 version. there will be performance issues on version 3. If your x4 line is not busy with something like sd m2, then there should be no problems.
So the 10th gen cpu is only pcie3 capable and TPU (Lookup) specs is X8, that's it.
Don't know where you saw x16 in official spec.
