Brand New 7900 XTX LAgging Horrifically Even in Non-Intensive Games

I recently (on the 12th) upgraded my PC, and one of the upgrades was swapping out m y 4070 Ti to a Sapphire Nitro+ 7900 XTX, however, instead of excitement being had at literally everything being buttery smooth, I've been experiencing droves of freezes, frame drops, and other hitching in even non-intensive games. I've not tested with anything other than World of Tanks Blitz (which I'm only playing because of a holiday event, and is literally a mobile port from 2013), and Time Warpers, which is a voxel-rendered game I think made in Unity.

For those curious, here's the info I gave to a similar-but-nowhere-going thread on Reddit's AMD Help Sub:

Computer Type: Desktop

GPU: Sapphire Nitro+ Radeon 7900 XTX

CPU: Intel Core i7 13700KF

Motherboard: ASRock Z790 Pro RS

BIOS Version: SMBIOSBIOSVersion 8.02

RAM: G.Skill Trident Z DDR5

PSU: Corsair RM1200e

Case: Phanteks Enthoo PRo 2

Operating System & Version: Windows 11 Home 22H2

GPU Drivers: Driver Version

23.30.13.01-231128a-398226C-AMD-Software-Adrenalin-Edition

Chipset Drivers:

Background Applications: Discord, Firefox, Steam, Libreoffice Writer

Thus far, I've attempted to:

- disable Anti-Lag, Image Sharpening, Instant Replay, AMD Overlay, and probably one other thing I'm totally forgetting,

- Swap the GPU itself to the upper, metal-reinforced slot on my Motherboard

- DDU both the Nvidia drivers, and AMD twice (once outside of Safe Mode, once within)

- Install the Pro 23.Q4 drivers in-lace of the Adrenalin ones

...and the only thing that had any effect on the amount of lag was uninstalling the Nvidia drivers, but that was short-lived, due to a friend telling me to uninstall and reinstall the AMD drivers, which at first needed another restart due to things looking like they were rendered on a broken CRT, with thick scanlines, and brtoken images. On signing back in after restarting, and going right back into the first-mentioned game, though, the lag was back.

I should point out my PSU only came with two 1 - 1 8-Pin (6 + 2) cables, so one of the connected-to-card cords is actually a 1 - 2 (6+2) (6+2), but I don't know if that would have any effect on things, given only the one 6+2 side is connected to anything, meaning that unless the farther plug on it gets diminished power, it should still be applying the full amount of wattage to it, right?

Either way, thank you all for any and every response that may be given, as I'm at my wits' ends with the objectively better card having vastly worse performance.
