**this is my configuration (bought it 1 month ago):
Dell SE2717H (I've had 2 identical, same problem with both of them)
Cavo HDMI 5mt (I see it has the label High speed Ethernet cable)
Sapphire Pulse RX580 8GB (coil whine under load)
Ryzen 1500x (small +10°C peaks under benchmark)
Corsair Vengeance DDR4 2x4GB 3200Mhz (ok)
B350 Tomahawk (ok)
Thermaltake Smart SE 530W (ok)
Samsung 850 EVO 500 (ok)
Seagate Barracuda 2TB (ok)
Case Fractal Define S (ok)
Windows 10 Pro (ok)
AMD driver 18.1.1 (same problem with the previous 2 versions)
Freesync via HDMI cable, monitor support it and it has only HDMI and VGA ports.
**this is my problem:
3 weeks of normal usage without freesync monitor and then I bought it.
It started 4-5 days ago, I use to power off pc during the night (remove power cable from the wall), when I power it again in the morning and open application such as Battlefield 1 (Youtube too in certain videos) it start to show black screens (black screen flickering) the screen seems to be turned off (no backlight) and then it goes back to normal image. It often resize the image in the wrong way and the frame appears bad-sized.. other times the black screen has backlight
**how I fix it till the next power off (next day):
1) I can remove and reinsert HDMI cable (GPU side or monitor side, no matter) this resolve the problem till the next time i power the pc off for long times..
OR
2) Disable FREESYNC in driver menu
OR
3) Restart PC
All this solutions works till the next power off
**Someone has an idea of what's my problem? Bad GPU? Bad cable? Bad monitor?
I have video of flickering if needed.

I have awful screen flickering only on Euro Truck Simulator 2 and i can't fix the problem and unfortunately my video card doesn't support AMD FreeSync.
How I can fix the problem? My driver version is 18.1.1. In the previous driver version, i have this problem too.
My Specs is:
Intel Core i5 3340
Sapphire Radeon R9 280 Dual-X
A-Data 2X4 DDR3 1600MHz
Cooler Master 600W
A-Data SP 920
Seagate Barracuda 1TB
Windows 10 Pro 64bit
I use HDMI cable to connect my monitor.
pls NEVER reomove power plug from the wall - because your system doesnt know what to do anymore after it has power
standby doesnt cost much a year and the Display will autoshut off when there is no signal
but it sounds like your Dell SE2717H has a problem with FreeSync and being off power for a time - or its your GPU (not 100% sure)
and as i said - in moderm times you do your PC no good if you cut off power completely
Yeah maybe I'll change this, I dont remove it because of energy consumption but for other reasons, thank you for the suggestion I'll try it .. anyway I have news:

tried with another monitor (asus vg245he) same problem, now a total of 3 monitors have had exact same problem (2x identical Dell SE2717H and 1x Asus vg245he).
Youtube give me problems too with freesync active (I have issue with all the monitors)

if error persists when you havent unpluged your powercable then please report that behaviour to the driver team

Seems to be strictly related to the power cut off so:
1) POWER CUT OFF + FREESYNC ENABLED = black screen flickering (this issue could be resolved restarting PC or unplugging/plugging HDMI cable once).
(Another thing I observed is that after a period with PC power unplugged GPU has a strange fans' RPM peak during boot such as 0.5-1 sec at 100% before going to 0 RPM when windows start, this happens only if I've unplugged the power cable, in other cases fans didn't have strange RPM peaks during boot)
2) Youtube issue (power cut off + freesync enabled) disappear completely if I disable "hardware acceleration on chrome" or restart PC or unplug/plug HDMI cable.

If I dont unplug the power I dont notice problems.. I need to specify that I shutdown PC before unplug the power (obviously)
so i think the problem is either your GPU or your MoBo - one or both need power to fullfill a full boot

I'm testing.. but it really seems related to the power cable unplug, if I don't unplug I can't replicate the issue.. this is strange.. should I think to an hardware problem?
I have almost the same monitor and ryzen pc as yours...when I shut down ups the next day I have those black screens but if I won't shut down the ups the next day everything is normal...
This is really interesting, could you please post your configuration? Have you exactly same mobo as I have?
I have not fixed the problem, the problem exists and is replicable if I unplug the power cable, I've only fixed the "side effects" of the problem. I don't know if this issue could bring to a harder problem to be solved.

No its exactly the same...To be more specific turn it off is unplug but u doing with a button.but anyway the result it's the same.

if you simply shutdown your PC there is still power on your MoBo - but archs4 UNPLUGGED his PC from the power-source - that is TOTALLY different
Maybe I'm not clear...I shut down the pc and I cut off the power by switching off the ups so the pc and everything that is plugged on ups is out of power.
you shut down the computer AND THEN switch of the power with something like this?
welcome to what i said - simply DONT switch of the power from your system
your behaviour isnt a bug - it is based on the fact that your MoBo or PSU or GPU need stand-by-power to actually boot correcty
this is mainly because of some internal chips simply need power AND the fact that without stand-by the "start current" ("Startstrom") peaks WAY to high so some stuff didnt work properly
i think if you switch on power to PSU or plugin power 30-1h before starting the PC it may be enough to work properly
but i repeat myself - it is NOT a bug - neither Hardware or Software is wrong/bugged/damaged - it is simply a user-error
I've been having the same problem, been communicating with AMD support for the last month and I keep getting generic feedback, no help whatsoever from them. I also have a Sapphire RX580 8GB card, it seems the AMD drivers aren't working so well with the Sapphire hardware, I've logged a call with Sapphire as well, but again, generic troubleshooting responses that I have tried before trying to contact support.
I'm getting really fed up with both AMD and Sapphire, neither company is stepping up to solve the issue, and it seems loyalty and long time supporters don't receive an ounce of respect or courtesy even.
DO you have a dvi adapter? If so change it. That was my problem.
Found that the problem occurs right between the bios start up and the windows start up and is probably caused by the freesync through my DP cable. Shouldn't be anything of concern
i had the same problem with COD WZ and other games as well ... i turned of free sync and from 75Hz i go to 60Hz it was ok till my pc turned off and never turned on again .... i was pressing the power button but it didn't even go to the boot , it was just the led and fans that was working. i borrowed a psu from a friend to check if that was the problem and yes when i plug in the borrowed psu the pc worked well. So i bought a corsair rm750x and that fixed all the problems ... now i have enabled free sync and my screen works at 75Hz as well.
