Asrock Challenger D rx 5500 xt 4gb gpu fan not spinning

I'm trying to figure out why my gpu fans arent spinning. Ive tried uninstalling the drivers and reinstalling them. Ive tried unpugging the fan from the gpu and plugging it back it. Ive removed and inserted it back into the pcie slot but to no luck they still wont spin.

Is this when card is in heavy load, or when idle/low load.

Many models have low load 0db/silent mode no fan spin until reaching a certain temperature. 

My PC- Ryzen 5 5600x, B550 aorus pro ac, Hyper 212 black, 2 x 16gb F4-3600c16dgtzn kit, NM790 2TB, Nitro+RX6900XT, RM850, Win.10 Pro., LC27G55T.

The fan doesn't even turn on when it's at a high temp
