Game engine is from 2005, and is poorly optimized. You wouldn't get a consistent 60fps even with a 2080Ti and overclocked 9900K. Best thing you can do is turn the character model limit down to Medium and you should get 60fps outside of metas, assuming you have a strong CPU, but during metas you'll still drop to 30 or below.
