so my computer as a whole is barely 4 months old and i don't know what more to do to try and fix this issue. i've literally had toasters with better and more consistent graphics. can anyone help me?

The only way is to not have an M.2 in the second M.2 slot..

can you simplify this for me? is the video card just not compatible or is it something i have connected wrong and i can move? i only have the one video card on it.
It’s already very simple, yes, for the way you configure that system, you have to get at least some decent b550, find motherboards that can accommodate your configuration such as the storage slots you need, etc etc.
It is clear, very clear and very simple already that 2 nvme_m2 configuration cannot give your gpu the bandwith it needed.
The best slot for your gpu slot is slot 1. But that slot shares lane with gpu2 slot and nvme2 slot.
If you have an M.2 drive in slot 2 then remove it..
Look at the manual for the motherboard..
i had the graphics card in the #2 slot, but just moved it to the #4 slot based on the last 2 pictures. does that change anything? do the pictures help at all?
Your graphics card should go in slot 2.

Only have an M.2 in slot C, or your GPU will be at x8 and not x16.

can you manually set it to x16 ? x16 is double the speed of x8 . what resolution do you play @ ?
This new forum threads configuration seem to mislead people, original discussion thread (in time) is getting shred and lost... So that newcomers can't reconstruct a thoughtflow of discussion participants properly (and in the right order) reading it from the beginning.
OP has already resolved an issue.
Though that motherboard has 3 PCIEX16 ports, only one of them (PCIEX16_1) has 16 lanes (is able to function in x16 mode). Problem is that PCIEX16_1 shares bandwidth with M.2_2 port, so that if the latter is in use then PCIEX16_1 port functions in x8 mode only. Which means in this case you may not use M.2_2 port if need to have PCIEX16_1 port functioning in x16 mode.
Solution was - to move a device connected in M.2_2 port to M.2_1 port.
Some users might need to have more than 1 M.2 devices connected, in that case solution would be to replace a motherboard for another one that can handle such configuration.
so i only have one video card, so i'm not sure what else would be pulling it down to the x8 mode or how to change it or if i have any control over it
Do you still have a device connected in M.2_2 port?
As vialli100 said, you need to make sure M.2 device is connected to M.2_1 port, and nothing is connected to M.2_2 port.
Video card should be connected to PCIEX16_1 port.
If, nevertheless, issue persists, then need to make sure corresponding BIOS settings are set properly.
Putting it back on the pciex port 1. As for the bios, I can try to fumble through that
just figured out what you meant by the m.2 port. yes, my brother had put an internal storage ssd there, so i moved it to port 1. it did up to x16 automatically, so i'll try it tonight to see if that fixed it. thanks
so the pciex and m.2 have been fixed, so it is running a x16, but still stuttering
I am in agreement with this, I have joined the forum today as I have a similar issue.
Previous set up was :
MSI B550 Tomahawk
Ryzen 5 3600
RX 480 4Gb
16gb ram
With this set up I had low but stable framerates whilst gaming 60-80 fps (game dependent)
I upgraded to Rx 6700xt
Upon doing so my GPU utilisation whilst gaming was 60-80%, I have read online the 3600 has issues with bottleneck on new gen GPU @1080p so decided to upgrade CPU also.
I installed Ryzen 7 5800x and whilst it has improved a little, my utilisation is not sitting at 90%+ consistently and regularly see fps drops whilst gaming yet utilisation of GPU may be 65%.
I updated drivers VIA AMD software.
honestly no idea how to change it. it was pre-set to this. any thoughts? i'll look around on my end as well

Do you have PC shop near you? I feel your pain, and sometimes, keeping things simple would be by seeking help from qualified technician.
I do, but I'd rather not spend more money on this outside of additional parts down the road. Hence I'm here asking around and watching videos. Now if it's the part, I'll call in the warranty, but I need to eliminate other possibilities.
