I am looking for an upgrade to my 2gb amd radeon r7 250. I've got a Dell Optiplex 9020, small tower, Intel(R) Core(TM) i7-4790 CPU @ 3.60GHz 3.60 GHz, 64-bit operating system, x64-based processor, 16gb Ram, Windows 10.
I am not interested in upgrading the power supply, just looking for a simply swap upgrade. Can anyone recommend a good upgrade?

So what is the psu rated watts currently installed, prebuilt Comps are usually the very basic which limit upgrades.

You will need to upgrade your PSU to install of the latest AMD GPU cards.
Check this website that gives Minimum PSU Wattages for various AMD and Nvidia GPU cards. I believe the lowest PSU rating is around 300 Watts for an older GPU card: PSU REQUIREMENTS - RealHardTechX
NOTE: Your DELL PC might include a Propriety PSU and not a normal 3rd party type PSU especially if your PC is using a Dell OEM Motherboard.
So you would need to check Dell Support to see what is the most powerful PSU they have that will be compatible with your Dell OEM Motherboard.
Thank you, but I don't need one of the newest AMD graphics cards just an upgrade to what I have. I would think I'd be able to find an older model card to replace what I have, right?

Maybe you can (barely if possible) to get away with one of these RX540/RX550/RX560 rated for 50/75watt and no power connector. But if you have a smaller OptiPlex you might not even be able to fit one.

Then you're out of luck, that only accepts low profile graphics cards.

Yes, that's what is in there now. So there is no replacement, not even an older model?
Maybe, if you can get your hands on a RX550 Low Profile, but is it worth it though?
I wouldn't spend any money on a RX550 right now, used market is still a bit crazy and they might overcharge you for that.
Save your buck for a new computer, you could get much more performance from an iGPU right now.
The Ryzen 5600G iGPU would be a nice to have if you can't spare any money on a dedicated one.
