7800 XT: Help Windows is blurry and pixelated

I just completed the following build..
- CPU: Intel Core i5-12600K
- CPU cooler: Deepcool LT720 85.85 CFM Liquid CPU Cooler
- Mobo: MSI MPG Z690 EDGE WIFI -
- RAM: G.Skill Trident Z RGB 32 GB (4 x 8 GB) DDR4-3200 CL14 Memory (3 years from older PC)DDR4
- Storage: #1- Samsung 980 1 TB M.2-2280 PCIe 3.0 X4 NVME Solid State Drive (system)
#2- Western Digital 1TB WD Blue SN550 NVMe Internal SSD
#3- Seagate Barracuda Compute 2 TB 3.5" 7200 RPM Internal Hard Drive
- GPU: ASRock Phantom Gaming OC Radeon RX 7800 XT
- PSU: Corsair PSU RM850e 2023 (New)
- Chassis: Lian Li O11 Dynamic EVO ATX Mid Tower Case
- OS : Microsoft Windows 10 Pro (fully updated as of today)
- Monitor : LG OLED 65 C1 (Updated)

- Bios: 7D31v1E
- Chipset: Ve. 10.1.19376.8374
- HDMI Cable HDCP 2.2&2.3

Everything apart from the RAM and Drives #2 and #3 are all brand new...

This is my first time using an AMD gpu so i've had some issues with it.. but managed to get things stable.. with some mild OC (AMD Adrenaline app) .... and was able to play FH5 for a period of time.

I was getting black screen issues on some game so i reinstalled the driver (23.11.1).. and I got this ..

Also, Windows menus looks blurry/washed out.

I went into the LG menu and changed the input to PC ..nothing changed

I've updated the TV software and ran all the diagnostics available on the LG website…I also went into the AMD software a tried everything from changing colour depth to pixel format

Note that I faced the same screen and changed the HDMI input (on the TV) and it was resolved .. but this time all HDMI.. give the same result... There was a brief moment when I used the HDMI behind the TV (never used it before ) and it gave a clear picture.. but there was an LG message on screen about HD settings and soon I pressed ok .. back came the pixelated mess...

Finally I brought another TV 4k 60Hz.. to at least see whether the TV or PC issue.. the second TV gave the same results..

On The device manager it says generic monitor.. so not sure if that has anything to do with it...

I'm not sure what to do next.. so your help will be appreciated

If hdr is on, try turning it off. Looks terrible on some screens

Its on .. and it was on and was smooth before I reinstalled the driver...  and even when Its turned off the pixialtion is still there...

1. Check the HDMI cable:

2. Try a different HDMI port:

3. Update your drivers:

Make sure you have the latest drivers installed for your AMD Radeon RX 7800 XT graphics card. You can download the latest drivers from AMD's website.

4. Disable any overclocking:

If you have overclocked your AMD Radeon RX 7800 XT graphics card, try disabling the overclocking to see if that resolves the problem. Overclocking can sometimes cause stability issues with the display.

5. Change the display scaling:

In Windows, go to Settings > System > Display. Under "Scale," try changing the percentage to something other than 100%. This can sometimes help to fix blurry or pixelated text.

6. Try a different monitor:

If you have another monitor available, try connecting your PC to that monitor to see if the problem persists. If the problem does not occur with a different monitor, then the issue is likely with your TV.

7. Contact AMD support:

If you have tried all of the above troubleshooting steps and the problem persists, then you may need to contact AMD support for further assistance.

Here are some additional tips:

  1. Make sure that your TV is set to the correct input mode.
  2. The input mode should be set to "PC" or "DVI."
  3. Try resetting your TV to factory settings.
  4. This can sometimes fix problems with the display.
  5. Make sure that your TV's firmware is up to date.
  6. You can check for firmware updates on the TV manufacturer's website.
