5700xt weird issues

Picked up a gigabyte oc yesterday but it’s not running right.

Constant 1750 clock speed VRAM at idle at 1440p, but at 1080p it’s normal at idle

Then when running benchmarks or playing games, it uses a maximum of 80W, GPU clock speed 600-800

I’ve DDU’d the drivers

My system:
750W PSU
I7-4790k
16gb ram

1440p 75hz monitor

Any ideas on a fix or what’s wrong?

For as long as I van remember my vram has run at 1750 MHz which I think it shouldn't but has not caused any issues.

My GPU clock however works fine. Have you connected power cables from PSU to GPU? Do you have a VBIOS switch on the side of GPU? Maybe try the other setting. How are your temps? Do you have some software installed, which could affect GPU settings, like MSI afterburner?

Is that card brand new or used because it sounds a lot like its been reflashed and that will cause that if you reflash a card with the wrong ROM

I did some testing and it seems if I drop monitor refreshrate from 165 Hz to anything below 155Hz, VRAM starts functioning normally again and drops to ~200 MHz when idling. I sent a bug report to AMD and will do further testing.
