Uninstall the driver with DDU in safe mode and then install the latest driver (19.4.1) for your HD7970 https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-7000-series/amd-radeon-hd-7970

If you still are interested in downloading that particular previous driver you can download it from this Non-AMD Website: Videocards - ATI Catalyst Windows 7 | 8 | 10  (The driver is listed all the way towards the end of the list).
