There was no official statement about inclusion of VK_EXT_GRAPHICS_PIPELINE_LIBRARY in recent 24.2.1(23.40.19.01) driver, but it is listed as supported in vulkaninfo and GPU-Z. Still, DXVK log says that graphics pipeline library is not supported, so there is some confusion about its support in current version.
According to the DXVK github report VK_EXT_graphics_pipeline_library is supported, but not recognized by DXVK on Windows · Issue #3859 ·..., the GPL is disabled in DXVK, so it seems that the work on integrating GPL in windows driver is not finished as of now.
