Need to give more information on your computer such as Make & Model of your APU and exact Make & Model of your laptop.
Since you didn't specify which Laptop HD86xx:M/87xxM Discrete GPU card you have installed I found out the the HD86xxM has 1GB of RAM Memory while the HD87xxM has 2GB of RAM Memory.
So it seems like you have a HD86xxM GPU card installed which doesn't qualify for the Minimum System Requirements for Photoshop: https://helpx.adobe.com/photoshop/system-requirements.html
Also it doesn't support full 12.0 Directx : https://www.techpowerup.com/gpu-specs/radeon-hd-8670m.c1950
I picked the HD8670 since this is probably the same for all of the HD86xxM GPU cards as far as RAM Memory and DirectX support.
Also this GPU card is legacy and the last available AMD Laptop driver is from 06/21/2021; https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-8000m-series/amd-radeon-hd-8670m...
So basically your Laptop doesn't meet the Minimum System Requirements nor AMD Driver for Photoshop to be able to use all of Photoshop's features.
NOTE: if your Laptop has a AMD APU Processor and the the last AMD driver for your APU is older than the HD8670M GPU card you will be forced to use the APU driver for both the Integrated and Discrete GPU cards in your laptop.
If you try to install the 06/2021 Graphics driver it will be compatible with your HD8670M GPU card but most likely incompatible with your APU Integrated Graphics unless the driver for the APU is the same date as the Discrete GPU card driver.
