I have an ASRock RX 590 paired with my X470.  I have 19.12.2 drivers installed, but when I attempt to upgrade it gets to 70% install then I get an error message.  I was unable to locate any mention of errors.  I attempted a clean install as well and got the same problem.  Is this just a common issue with 19.12.3?

I had this issue before upgarding to the 5500 XT from an RX 590 8GB and when you get the driver package extracted, go into the folder and look for CN Branding and run the setup before continueing the installation of 19.12.3 drivers
