This fix worked like a charm!
I tried like 10 other so called fixes by so many other posts. Then I tried disabling Windows Defender (Built-in Anti-Virus) as the User healthwyze suggests, and then Ryzen Master started up no problem.
So if have a failed overclocking after a reboot from configuring settings in Ryzen Master to overclock your CPU, and then after the reboot you can't get back into the software because it crashes with a (BSOD) Blue Screen of Death so you end up getting stuck and you have no choice but to uninstall Ryzen Master.
