I just changed my RTX 3060 Ti card to RX 7900 GRE. I test the gaming performance of my games. In all new games the performance has increased by 80%, I am satisfied.
But I have a slightly older game called Dirt Rally. On RTX 3060Ti , I had an average of 121FPS in 1440p ultra details in the test. On RX7900GRE the performance is lower, only 80FPS. Is this normal or is there something wrong with it?
You did not mention your CPU. You could have a CPU bottleneck. Make sure you were limiting framerate with vsync or something else.
I have Intel i5 13600K on Z690 , DDR4 4000MHz .

The game is from 2015, there is no ray tracing.
Dirt Rally is nearly a 10 year old game. It uses EGO Engine 4.0 and DirectX 11. Modern cards and drivers are not necessarily the best at rendering these old graphics. Just look at how poorly Intel's ARK cards did with older titles when launched.
I keep an old AM3 platform around with Windows XP (air-gapped) for playing legacy games.
But why do nvidia drivers support this old game and amd not ?

You're in luck, I happen to have Dirt Rally in my Steam library.
At 1440p Ultra preset on my 7900XT with the built-in benchmark I get 184 FPS average, 128 FPS low, 320 FPS high.

RX 7900 GRE is closer to RX 7800 XT than RX7900XT but I still think it should be around 140-160FPS on my GRE?
I recorded a video, the card load is 100%. I uninstalled the game and installed it again, but the result did not change and is still very low in my opinion.
At the beginning of your video it shows Choose Preset is set to Custom. So you are not running Ultra preset, you have changed something.
The results I posted were at the Ultra Preset.
In fact, I also have advanced blending enabled in the settings. This kills performance on Radeon!
Now I have 195 fps on average!

Why does nVidia do a better job with that feature than AMD? (especially as you point out it is an AMD branded game) Probably because either the developer Codemasters optimized it for nVidia hardware or nVidia spent some time optimizing their drivers for that game.
Based on this Steam guide it seems hardware of that era was not even able to run it smoothly, as it was recommended to disable Advanced Blending on both AMD and nVidia cards at that time.
