Random FPS drops

I keep getting random fps drops. I drop from 300-200 in most games to 20-50. I tried everything. I reinstalled windows twice, I reinstalled my drivers, and even set all my settings to performance. My CPU usage is around 60-20 CPU usage and nothing is overheating.

GTX 1070

AMD FX 8350
