This looks quite like a GPU problem (either software or hardware). I'd suggest rebooting into Safe Mode and uninstalling the drivers completely with DDU or AMD CleanUp utility (if you have one), then launching your PC in normal mode (Windows should install the temporary basic Microsoft Basic Display Adapter driver). After that you might want to scan your System for errors with sfc /scannow in Command Line and only then decide whether you want to install new drivers or not.
