Proper settings of TDC and EDC in Ryzen Master

I put a Ryzen 9 5900x in a shoebox ITX case.

SFX 700W PSU capable of supplying 58.4 Amps on the +12V rail.

The AMD default for the 5900X seems to be :  PPT 142W,   TDC 95A,   EDC 140Amps

Two questions:

1.   In Bios, I manually changed PPT to 130W,   TDC 60A, and EDC to 70A so as to not overtax the PSU

      Wise or not?

2.  I don't really understand Motherboard Power delivery, VRM's,  Mosfets, chokes, and capacitors.

     Is it possible, that even though my PSU will only supply 58.4 Amps of 12V that the MB's capacitors can store up  enough current, to temporarily boost 12V current beyond the capacity of the PSU for peak loads?

The MB is X570I with 6+2 Power delivery, 70A capacitors.

You don't overtax your PSU.
1. First of all if you decrease PPT, EDC and TDC you decrease the performance of your CPU. It's not wise
2. P= U x I
Your power supply will deliver 58.4 A at 12 V. So 58.4 x 12 = 700,8. That's your power supply wattage.
Your CPU works at around 1,3V. In order to  overtax you PSU at 1,3V your CPU must draw around 530 Amps lol.
3. There is no such thing as 70A capacitors. Capacitors are measured in Farads not amperes.
TLDR Don't confuse power draw at 12V with power draw at 1,3 V. So you're fine, leave the PPT, EDC etc at default don't worry about it.
