Polaris GPU 100% usage solution/workaround

Since Adrenalin Edition 22.11.2 this problem was fixed, right? NO! Actually what this "fix" do is somehow manage the AMDRSServ.exe after closing the affected game (Cyberpunk 2077, Resident Evil 4 Remake for example) to a normal state like if the user manually closed the process on Windows task manager. BUT during the game session the GPU usage still tend to stay at 100% even on low demand moments like some simple menu for example, so the issue was not actually addressed. The card continued to consume a bit more and even lose a little but some performance, with the only convenience of not having to close AMDRSServ.exe manually after problematic gaming session.

Solution/Workaround: Boot Windows in safe mode and navigate to: "C:\Program Files\AMD\CNext\CNext". Delete AMDRSServ.exe once and for all (make a backup if you want). Boot into normal Windows and play your problematic game with actual GPU usage. Obviously you can avoid these hassle by installing only the driver, since it's not a driver issue. But if you use tuning functions to for example, not burn your GPU alive with the default cooling behavior, you will need the software.

Of course Performance Overlay will not work anymore (one can use Afterburner for it). Tuning/WattMan continues to work fine and that's enough for me, oh well, old versions do, since the last Adrenalin 23.11.1 for example the tuning is broken for my Polaris card, it freezes with a random color (I still can load previously created profiles though). Anyway if you are tired of these flamboyant Adrenalin softwares you can use the good and old Adrenalin-2019-Edition-19.12.1 software for tuning purpose (since Afterburner don't work correctly with voltages for my card for example).

OS: Windows 10 22H2
Tested on Adrenalin 19.12.1 and Adrenalin 23.11.1.
