The RX580 loses the video signal and fans stop working when I'm starting up win10.

I tested two Msi rx580 video cards and both presented the same problem.

as I can not boot from the offboard I'm using the motherboard's onboard output ...

I have

MSI Radeon RX580 8G 

Desktop System

Operating System　Windows 10 64bit

Driver version installed　26.20.11015.5009 (English)

Display Devices I-O Data EX-LD3151D 31.5 inches 1920 x 1080 pixels @ 55-76 Hz

1920x1080 @60Hz Active HDMI to DVI adapter

One line for each display device connected

MSI MS-7751 BIOS: V17.12 (type: UEFI)

CPU/APU Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz (8 CPUs), ~4.2GHz

Power Supply Unit  Cooler Master Silent Pro Hybrid 850 watt 80 plus gold

OS Memory 4Gx4 Slots 16GB RAM

When I use the onboard output or the GTX 680 I have no problem but when I upgraded to RX580 the card stops working when I start win 10.

I did a reset on the SSD format and installed win 10 again, without using anything from gtx680, only with the Rx580 installed but the problem continues.

When I remove the drivers from AMD Adrenalin 2019 Edition 19.5.2 the card works as a microsoft basic display adapter so this appears to be a problem with the driver.

Была такая же проблема. диагностика показала бракованные настройки  производительности по умолчанию. Не включалось вовремя охлаждение видеокарты вовремя из-за чего видеокарта нагревалась до 60 С и отключалась. Рекомендую сделать как показано на картинке ниже.
