Having new Sapphire AMD Radeon RX 6650 XT PULSE GAMING. In a few other games everything seems normal (havn`t played too much yet). But when I load The Witcher 3 save, PC shuts down. When I turning low graphics, PC shuts after 5 sec, at ultra - immediately. I tried run the game with older drivers, without drivers at all, I reinstalled visual studio redistributable, I reinstalled Windows, I updated BIOS - result is the same

Check your PSU, maybe peak power too much for him
I ran the test in furmark (within 5 minutes) - everything was fine. I mean, if there is some kind of power problem, should it have shown up in furmark?
Problem is in game have some peak power, short time but strong, furmark is stable always. Sure maybe is not PSU, but i will be start check from him.
if pc is off, this mean PSU go to safe mode, just ask psu from your friend, and check with new one.
If you don't have a physical tool to test your PSU such as Dr. Power II, you could use a program called OCCT and run the power test to see if your PSU can handle the load of the CPU and GPU running at maximum wattage.
