Here on older driver on Windows 7 freesync works:

Videos above show 1-1 my problem, I can't install Windows 7 and older drivers, how do I fix this Freesync issue?

It doesn't work, I'm thinking about NVIDIA because this is tragedic, I bought new monitor and I'm dissapointed to waste hours on the internet looking for answer.

The first and second video have different FPS values. There is a problem because the second video is probably out of FreeSync range. So you have a problem with FPS, not FreeSync. For this reason, you should try to reduce the graphic details of the game.

Bruh. It happens exactly when I have even 75fps cap (freesync range 48-75).

On his video when Freesync works - it looks smooth. I tried everything and I don't have that effect. Okay?

I watched the links again and started to think that you had a stuttering problem. Have you tried a different driver? For example like this...

It is better to uninstall old driver with safe mode with DDU before.

Also, if you are not getting improvement, try the updated driver with that...

I'm installing oldest one, won't try latest driver because I have it.

Case solved. I let Windows install drivers by itself, it installed me adrenalin 2019 edition version: 19.20-190816a-346830C

Settings version: 2019.0816.1152.21357

Graphics card: RX 590 series

Processor: Ryzen 5 2600

I have never had this kind of problem with this driver. Try it if you want. Dying Light also does not contain such a problem.

I tried full clean install for latest drivers, nothing.

I tried installing older drivers and everything went go until I saw screen with only option "Update system" to choose and nothing. Just nothing. So I closed it, it also said that drivers were succefully installed. Restarted PC and no, nothing is installed, I opened instalator again and it says "couldn't find graphics on your computer" or something like that.

AMD what is wrong...
