Wattman/ReLive is not supported on laptop/Mobility graphics. Only desktop graphics cards have these functions.

My specs are as follows
Laptop:HP Laptop 15q-bu107tx
CPU: Intel i7-8550U
GPU: AMD Radeon 530
OS: Windows 10 64 Bit
Memory (RAM): 8GB
AMD Driver: Radeon Software Adrenalin Edition 19.1.1
