Graphics card : amd radeon r7 260x
Since i upgraded from windows 7 to windows 10 i tried using the same graphics driver version i was using ( 19.5.2 ) 2019 which was the only version that worked well with me in games ( other version that was recommended by amd software didnt work well ) so i went with what i knew...
but it turns out that there is a slight lag ( 1 sec screen lag) in the game i play that occurs after using an ability or moving the screen around the problem also happens when i open youtube and watch a game or something when there is a transition in the video the lag lasts for even 4 seconds if i repeat the same scene again the lag goes away for some reason it happens randomly in the video but mainly when there is action happening on screen *if i  repeat the same scene again sometimes its still lagging and sometimes not * 
i had to change the driver that windows automatically placed when i finished setuping the windows and the game was so laggy but it all got  better when i used the 19.5.2 version 
so i guess the problem is related to driver version

operating system :  windows 10 64 bit 1909 
driver version installed : 26.20.11015.5009 ( Adrenalin 19.5.2)
Screen model : samsung b2030 
CPU model : Intel Core i3 - 3240 .. 3.40ghz
mother board model : b75m-d3h ( revision 1.2)
power supply : tt-450PL1NH-1 (Thermal take) 
System memory : Crucial ( actually i cant tell the model so i will attach pictures of the Memory ) 


so the problem iam facing is that  while playing a game called league of legends i get 1 second lags and might last longer depends on the action made i tried recording it but its not clear in the video if there is a lag or not 
graphic settings :
resolution : 1600*900 
graphics : high 
frame rate cap : 60 fps 
i tried recording the issue iam getting on youtube ( using google chrome ) but once i use the recording program and set it to record the problem goes away ( using OBS) 

Once i have this on the video that is lagging preparing to record the problem ( the lag simply doesnt happen untill i un select the page !!! which is weird *NOTE : The youtube lag only happens when i play it on full screen*

Have you tried deleting the game cache ?

Did That and the problem is still there
