The latest driver that didn't have this problem is 22.11.2.
I don't know if its only me, but when I turn it off, everything is butter smooth.
I tried in Overwacth 2, Deep rock galactic, Death Stranding, all micro stutters.
My friend is in the same boat, the difference is, he only has a RX 5700
