what country? Have you tried a VPN? What antivirus software are you running?

- changed to EN / no change

- used VPN / no change

- used windows antivire
- deactivated realtime security and all other functions / no change
- deactivated firewalls / no change

The Problem still exists, I only have this problem with this download, other downloads work fine!
