Black screen

So I just upgraded to a 6600 xt. And I have a weird problem. After the motherboard logo, when turning on, I get a black screen and I don't understand why, I reinstalled windows, turned fast boot on and off, changed drivers, changed bios very, cleared cmos. But here is the thing I can get it to work by holding the power button (turning off pc). And if I start it again it works. I don't rly mind doing this but I'm afraid I'll destroy the ssd and hard by doing this shutdowns.

Oh I also tried changing monitors. Also when it does boot it works good, no problem at all like freezing or black screens, and the GPU performs normal, no overheat, in time spy gets good score and so on. Another thing is that if I restart at any point after I get it to work ( by doing the power button shutdown) I don't get that black screen.

Do the following:

1. Disable hardware acceleration on everything (browser, discord, zoom, etc...)

2. Make sure Sharpening is disabled in the AMD Software

3. Make sure Enhanced Sync is disabled in the AMD Software

It does this even without the drivers installed(amd software) , I kept the ones that windows decided to install bcs it would change the ones I install.
